Even before 1961, when Eisenhower famously warned of the rising Military Industrial Complex, vast amounts of money was going to classified projects. This money was often spent in secret, without congressional oversight, and these secret projects produced secret landscapes. Classified government spending reached its apex in 1987, but classified government spending for 2003 is a close second in inflation-adjusted dollars. Analysts predict that classified spending will likely surpass Cold War highs in the next few years.
